France maintains its first place in ESNA’s 2025 ranking
For the third consecutive year, France is in first place in the European Startup Nations Alliance (ESNA) 2025 report with an overall score of 95% (up 2% compared to 2024). France has also improved its score about speed of business creation, rising of 18 points compared to 2024 (88%).
The ESNA report highlights the progress made in the 24 European member countries of the organisation in creating start-ups and deploying ecosystems favourable to their development. The ranking is a strategic reference for guiding public policy on innovation, based on 8 criteria:

- Attracting and retaining talent
- Stock-Options
- Innovation in regulation
- Innovation in procurement
- Access to Finance
- Social inclusion, diversity and protecting democratic values
- Digital first
